Formulating a clear and realistic budget, which would be transform into meaningful projects and programs, has been described as essential and a first step for economic development.
Musa Suleiman Shanono, the Commissioner Kano State Ministry of Planning and Budget, made the assertion Monday while speaking during the opening ceremony of a two-day capacity-building workshop organized by the ministry.
The Commissioner, who was represented by Lauratu Ado Diso, the Permenant Secretary,, said the aim of organizing the workshop is to sensitize and train the participants on the use of 52-digit budget classification for all 131 MDA’s in the state.
A press statement issued by Aisha Iliasu Musa, the Public Relations Officer of the ministry, quoted Shanono saying that the workshop is part of the ministry’s efforts to ensure that the government policies, and the aspirations and demands of the citizens are translated into budgetary allocation.
He commended Governor Abba Kabir Yusuf for his continued support to the ministry in it’s quest to take Kano state to a greater heights of economic development.
At the occasion, several experts presented templates that are used in preparing budget, including Ahmad Garba Auwal, the Director Planning, Research and Statistics from State Ministry Finance, Who presented a template called Treasury Budget Expenditure and Accountability Management system (T-beam), a comprehensive budget and expenditure management system designed to developed and deployed to oversee budget allocations, track expenditure, and to ensure fiscal discipline.
In their submissions, Haruna M. Yusuf, the Information and Communication Technology Co-ordinator, and Sadiq M. Sadiq, Chief Planning Co-ordinator, presented a 3,000-page template, which according to them, is capable of unifying financial transaction throughout the country.
Earlier, papers were presented by Directors of the ministry, namely the Policy, Planning and Strategy by Muntari Ado Yakasai, Budget Cycle/Process and Key Considerations by Yakubu Sabi’u Garin Danga, and the Objectives of the Workshop by Mustapha Haladu khalid.
